The working hours of the service for the export of art objects abroad of the Institute for the Protection of Cultural Monuments - Belgrade are from 9:00 AM to 2:00 PM every working day. The Institute for the Protection of Cultural Monuments - Belgrade is located in Vračar at 11 Radoslava Grijuća Street (former Božidara Adžije Street).

Due to the situation with the Covid-19 pandemic, parties planning to personally submit a Request for export of works of art abroad cannot enter the premises of the Institute for the Protection of Cultural Monuments - Belgrade, therefore we recommend that a fully completed Request with send clear photographs of works of art or objects electronically to our e-mail: izvoz@heritage.gov.rs.

If you are travelling abroad, and you plan to take a work of art or object with you, you are obliged to submit a request for export of art objects abroad to the Institute for the Protection of Cultural Monuments - Belgrade, in order to obtain a Decision allows you to take the art out of Serbia. You are also obliged to send a work of art or an object abroad. This solution has only one purpose (and can only be used for that purpose), and that is a testimony that the art you take out of the country does not represent a cultural asset for the Republic of Serbia and is intended only for the customs and border police of the Republic of Serbia.

You can get a solution for exporting works of art abroad in two ways:

  • Without coming to the Republic Institute , by sending the completed application and photos of works of art and objects by e-mail, and the solution will be sent to you by post express (the costs of the Post Express service are borne by the requesting party and pays when the solution is taken);
  • Arriving at the Institute for the Protection of Cultural Monuments - Belgrade, by submitting the completed application in person and taking art objects (or their photographs) with you for examination.

    You can get a decision on the export of art objects abroad within 3 working days, if it is a work of art that is not older than 50 years. If the work (or works) is older than 50 years, or there is a preliminary assessment that it may represent a potential cultural asset for the Republic of Serbia, the Institute for the Protection of Cultural Monuments - Belgrade may not issue a Decision without the previously obtained opinion of the competent museum. In that case, the procedure can take several weeks and its duration does not depend on the Republic Office. Therefore, it is desirable to submit a request for the export of art objects abroad a few weeks before the trip, in order to avoid possible inconveniences. In the event that additional expertise is to be performed by the competent museum, the Institute for the Protection of Cultural Monuments - Belgrade sends a request to the museum. The competent museum then contacts the party who must take the work of art (or works) for inspection, after which the competent museum informs the Institute for the Protection of Cultural Monuments - Belgrade about the outcome of the expertise. Only then, if the conclusion of the expertise is such that it allows the issuance of the Decision, the Institute for the Protection of Cultural Monuments - Belgrade invites the party to take over the Decision on the export of art objects abroad. This procedure does not increase the price of the procedure, but it requires time and the Republic Bureau cannot in any way speed it up at the request of the party.

    1. Which art objects need a license to export artwork abroad?
    2. Permission to export works of art abroad is required for all works of art (paintings, sculptures, installations, icons, photographs, etc.) regardless of the time of creation. Also, permission is required for copies (reproductions) of works of art. A permit is also required for valuable usable items older than 50 years, which can be of different nature: old furniture, musical instruments, dishes, cutlery, weapons, watches, decorations, etc. Old cars, trucks and tractors cannot be sent abroad without a permit. Exhibitions of works by contemporary artists are also subject to permits for the export of works of art abroad, regardless of whether they return to the country after the exhibition or not.

    3. What is the easiest way to get a license to export artwork abroad?
    4. The easiest way to do this is without coming to the Institute for the Protection of Cultural Monuments - Belgrade by completing a complete application (preferably in Word format, or possibly as PDF or JPG) with clear photographs of works of art or objects. (preferably in PDF format, or possibly as a JPG) send electronically to e-mail: izvoz@heritage.gov.rs. All communication is done by e-mail, and the finished solution will be sent to the address you specify in the request. The request together with the photos (which must have ordinal numbers and names as the works are listed in the request) should be sent together in one email because separate sending can lead to confusion that the request is incomplete and the possibility of rejection. Only if the preliminary assessment of the associates of the Institute for the Protection of Cultural Monuments - Belgrade is that the work (or works) you plan to take out of the country represent a potential cultural asset, you will be invited to bring it to the Institute for the Protection of Cultural Monuments - Belgrade for detailed expertise. In this way, you can perform the entire procedure from your home, without unnecessary arrival and potential waiting at the Republic Office.

    5. What information is required to complete a request to export artwork abroad?
    6. You need to provide the personal data of the applicant (whether a natural or legal person) and the personal data of the applicant (who may also be a natural or legal person). It is important to know that these persons may (applicant and exporter) may not be the same. Then it is necessary to specify the country to which the work (or works) are exported, then the method of obtaining the permit (if it is sent by mail, then it is necessary to specify the data to be sent). Also, it is necessary to provide accurate and correct information about the work of art (or works), namely: the name of the work, name and surname of the artist, technique and material in which the work of art was performed, year of creation and exact dimensions. The year of creation is a very important fact, because if it is unknown, it is more difficult to assess whether the work is older than 50 or not, which can complicate the expertise and prolong the procedure. Also, it is important to precisely state the dimensions of the art object (for framed art paintings, the dimensions must be given without a frame), because in the case of different dimensions entered in the permit, the art object itself. The customs authorities may conclude that this is not the same case. Intentionally or accidentally provided incorrect information about the work of art entails the responsibility of the applicant and the possibility that the request will not be approved.

    7. How long does it take to get a solution to export artwork abroad?
    8. From the moment of submitting the request, it takes three working days to issue a decision for the export of works of art abroad. True, most parties can get a permit the next working day from the day of submitting the request, but in the case of a larger number of cases that need to be processed (which can be increased usually in the holiday season and the days before the holidays), we cannot guarantee that the request be resolved within one day. For a work of art (or works) that are sent for examination to the competent museum, this procedure can take up to a month, but its duration does not depend on the Institute for the Protection of Cultural Monuments - Belgrade. For solutions that we send to foreigners by Post Express, this deadline refers to the moment of sending, not receiving the decision, because the duration of the service of sending the shipment does not depend on the Republic Office.

    9. What can happen if I don't have a solution for exporting artwork abroad?
    10. If you do not report a work of art for which you do not have a solution for exporting works of art abroad, it is very likely that customs and border police will not allow you to leave the country together with that work of art. . This can cause inconvenience, which is why we advise you to obtain an Export Decision in time. If you plan to send a work of art abroad for which you do not have a Decision for the export of works of art abroad, it is likely that the exhibitor (a legal entity engaged in that work) will not even accept to export that work of art.

    11. How important is the license?
    12. The validity of the solution for exporting works of art abroad is six months. If you have not presented an art object and abroad in that period after that deadline, you can get another solution in a new procedure.
